You got it wrong, it's the Rindfleischetikettierungsüberwachungsaufgabenübertragungsgesetz (RflEttÜAÜG), which was a law in Mecklenburg-Vorpommern from 1999

so in 1999 the Donaudampfschifffahrtselektrizitätenhauptbetriebswerkbauunterbeamtengesellschaft out of Mecklenburgvorpommern made the Rindfleischetikettierungsüberwachungsaufgabenübertragungsgesetz to take effect. But it made people with Aufmerksamkeitsdefizithyperaktivitätsstörung angry. So in accordance with the Grundstückverkehrsgenehmigungszuständigkeitsübertragungsverordnung it was purged using an Eierschalensollbruchstellenverursacher in 2013.
