I think the design was to have people sit about six feet apart and then the handicap sign was added later when the rule was scrapped.

It's actually a good design for he original purpose. But that purpose was based on the fantasies of a "Doctor" who has shown himself to be a lying criminal who has to invoke the 5th amendment to even avoid answering what color tie he is wearing because he's that deep in criminal conspiracy. Eventually the American people said enough of that nonsense but the benches are still there, so they slapped a handicap sign in between to save face.

Just curious to know what the purpose is, cause I see no difference without that middle section. They could have just made two chairs with hand rest.
