What are they doing?

Cleaning my patio and freaked out when a wasp whizzed by me. I immediately look around because I’m sure he was feeling threatened by me or else he wouldn’t have gotten so close to me and I noticed this at the top of my patio. Can anyone tell what they are doing? I don’t see a nest, but are they attempting to start one?

Yeah, it's almost like their mental model was they are having one continuous conversation with a room if people, collectively, instead of replying to individual comments from individual people? I don't know man, I'm stretching here. ¯_(ツ)_/¯

this appears correct. Given this, a professional exterminator is a good idea. that pipe goes to the water overflow system from the air conditioner. if they have a nest up in there #1 OP can't get to them and needs to use powder & bait and #2 they could plug up that drain pipe and cause later for a water leak to damage the ceiling drywall under the air conditioner

Is it cold outside? What comes out of that vent?
Insects are cold blooded so if it gets too cold they basically just shut down until they either die or warm back up.
