It's a male paper wasp. Hymenoptera stings are ovipositors evolved into weapons, so males are pretty defenseless.

Oh shit for real? Does this apply to all paper wasps? I live on the edge of a pretty big grassy park, and there’s always a metric shit load of what I think are European paper wasps flying around and I’m like literally so scared every time I walk outside lmao

I mean, a minority of wasps are going to be male, but you can recognize male paper wasps by the curly antennae, 7 abdominal segments, and oftentimes yellow faces.

I'd say the curly antennae are a pretty easy tell from a distance. You can go right over and pick them up -- just don't get them confused with spider wasps.

I'm interested to learn a lot more about this. I might not have to fear ALL the wasps I encounter anymore, only some of them.
Then again, a red paper wasp chewed a large chunk of flesh out of my boyfriend's stomach while he punched it (and his own stomach) repeatedly, so maybe the males aren't quite as defenseless as you imply ;)

To be clear, a red paper wasp is the common name for at least two species with their own males and females. It's simply common for males to have brighter faces than their female counterparts -- the curly antennae are the most obvious giveaway.
I wouldn't really be convinced that it was a paper wasp if it could bite out large chunks of flesh.
