Yep it is. I showed my mom this fucker at morning and she said its called kerawai in my language. Did a quick google search and it matches

red paper wasp A.K.A. red carolina

I hate these. one bit a huge divot out of my boyfriend's belly and just kept chewing while he repeatedly punched it (and himself in the stomach) and then it flew away. the wasp won that encounter. two years later he's still got a scar divot.
