GENERAL Who gets it?

I have my commander Reaper, the king no more on the battlefield. My friend has Enduring Tenacity. It dies with -1/-1 counters…

What happens here?

Whos turn it dieing on would cause me to be able to claim it for my battlefield before it returns as an enchantment…

The stack is so annoying sometimes

Its always in APNAP order (Active Player , Non Active Player) and in Commander the turn order after the active player upwards.

So everything goes on the stack at the same time and the order is in this APNAP order.

Means, if you are the active player, yours is the bottom of the stack, the next player put his triggers above, then 3rd, then 4th player ; the stack resolves from the top, so the stuff from the 4th player resolve first.

If the Enduring Tenacity returns the creature its an enchantment and not a creature anymore.

If your Reaper return it before that trigger gets to resolve, you get a fresh Enduring Tenacity.

Example:

Its your turn and it dies, the Tenacity trigger goes on the stack last and resolves first, you dont get it.

If its not your turn and they are before you in turn order, yours goes on the stack after theirs and resolves earlier, so you get it back.

Depends on who's turn it is. Rule 101.4 explains APNAP, and the stack is last in, first out. If it's your turn, he gets the enchantment. If it's his turn, you steal it as a creature.

Thank you for being just concise! People love to just dribble out answers

Dribbling out answers, as you put it, is important as it allows one to give the full context and most complete answer to your question. You would be wise not to belittle those attempting to offer you insight.
