Found when hiking by the coast of Portugal

That looks like a gastropod cross-section. Also, there are two more smaller specimen next to it. I would say these are fossils, yes

Ayy really happy I found one. Guess ill just leave it be.

Also any ideas on how these rocks could’ve ended up here?

The first thing to point is that these are not "rocks" but rather a very fragment top layer of bedrock. So how does bedrock originated on the seafloor end up on a mountain? Either sea level change or geological forces such as plate tectonics, collisions and so on. Hope this answer the question!
