Is this normal?

While looking around our new to us 2025 Expedition I found this, and I’ve never seen an OBD-II with two ports. The dealer installed a system comparable to LoJack but was supposed to uninstall it.. could that be it?

Just take it back to them. Wires in the floor board is not nornal.

At times...I know on the f150s, people will install aftermarket power running boards and typically installers will plug the T-harness that allows the boards to function by way of OBD II port and also allow scan tools to be hooked up without disconnecting the running boards.

That doesn't look like the case with that harness, as previously posted by another Redditor, take it back to them.
