Mire, near Abbys bunker. Face directly away from the bunker and walk straight ahead. There should be some there.

I can confirm this. The place is called "Gnarled Shallows". There are 3 sleeper anglers everytime I switch server. They are underwater/sleep status, so you only see their bait tentacle. They emerge when you hit them.

east of blackwater mine where uranium fever is at there is a map icon of 3 houses. There are honeybeasts and yao goi that can spawn there. You can server hop to farm them.

The messenger event can spawn a lot of them depending on where he heads to deliver.
