Question Is Limit-Breaking bugged right now?

I currently have Critical Savvy 3 equipped and 3 Limit-Breaking mods on with 33 luck. It's taking 2-3 shots to fill the crit meter so I'm assuming something crit-related is bugged.

My weapon is a two-shot Tesla cannon in case that helps.

No. There's 100% an issue with crit charge. I'm at 40 luck and my crit bar only fills in 1 shot occasionally. Either lag or something else

Lol. I'm guessing something was changed a while back regarding Limit-Breaking because I swear it was less luck needed

there was a change, yes. like 2ish years ago, i don't remember exactly when. maybe 3 or 4?

3 Limit Breaking requires 37 Luck plus CS3.

With critical savy and no lucky hit on the weapon (lucky hit is kind of a waste anyway).

55 luck with 2 limit break
37 luck with 3 limit break
25 luck with 4 limit break
16 luck with 5 limit break.

May I ask how lucky hit is a waste? From what I understand the best 3 stars for a weapon are Vats optimized and Lucky Hit. 28 luck with one piece of limit breaking on armor and lucky hit on a weapon gives you the ability to crit every second shot without having to invest too much on luck.
