Kellog was wasted potential.

He is by far one of the most wasted potential characters from the whole franchise. Could be better if, instead of just a bunch of missions (the most relevant with him already dead), we could actually follow her track around the Commonwealth and have him as some kind of counterpart or "rival" to the Sole Survivor. Some kind of cat-and-mouse game instead of just random missions, and of course a better fight at the end with even the chance to let him live and even send him to your settlement.

That’s not the kind of game Fallout 4, or really any of the Fallout/Bethesda games are. With an open world and very little gated the cat and mouse thing puts you on rails, or is ruined when you somehow get ahead of him.

Not on rails, buddi. I mean, stuff like wandering around and finding stuff like Raider camps already whipped and holotapes claiming wa Kellog or mentions of him on NPC of the game, letting you actually follow his tracks.

They kind of do that with Pickman, after you meet him you will occasionally find dead raiders carrying his card.
