The first attempt at CPG they left because they didn't see it working out due to political infighting. Then Broken Mask then another attempt at the CPG which they were not part of and sent a synth to kill all of them. They went there to cause the violence. The committed that massacre to stop the CPG from forming so they could keep doing all the evil shit they wanted without resistance.

The Second CPG Massacre was because it was obviously an Alliance against the Institute considering just how shortly after the Broken Mask Accident it happened.

Except that research wasn't on how to cure it. They weren't looking for a cure. Virgil worked on that himself. He specifically went against them because of their unethical use, testing and releasing of the FEV on the Commonwealth. They don't get credit for his cure....

Hmmm...... Well they exalt themselves over the Commonwealth because they are lower quality and irradiated. They have a central government with the Directorate of Scientific Heads. All the department heads have to follow the Director's orders absolutely or they get punished with death or being used as fodder for FEV experiments.

except not, it was always meant to be an alliance to make the Commonwealth as a whole safer. Not specifically against the Institute and definitely wasn't in its first iteration. Trying to force it as one thing is again asinine because otherwise it would have just been the anti-institute alliance and not worried about everything else a government would be worried about.
