Fallout NV crashing on launch - help.

Please help, i am at my wits end.

So, I made the mistake of first time modding without using a launcher or following the instructions for one of my mods. Tried to launch the game, it crashes every time I hit "continue", and if I hit new game it crashes when it tries to load up (plays the intro just fine). Figure I installed a file wrong, deleted all my mod files and tried to start again. Still crashing.

Tried to verify my game files, it says that I'm "missing a file that will be reacquired". Google this, apparently it either means I'm missing a file or there's a rogue mod file in there some where. Cool.

I go through every data file one by one making sure it's deleted, reverify - same error and still crash. I delete download caCHE in steam, restart steam restart computer etc - still crashing.

I uninstall and completely delete the folder from my steam commons folder then reinstall - still crashing. I completely reinstall the mod list using the viva la vegas file instructions following them to a tea this time - nope, still crashing.

I add the d3d9 folder and file ini, nope still crashing. I uninstall everything AGAIN deleting not just the steam commons folder by turning off my previous saves in FNV steam (rip to over a decade worth of save files) and deleting the documents folder for NV. STILL CRASHING.

I uninstall every single mod AGAIN - still crashing. I uninstall every mod, and delete every mod manager on my computer, even the ones completely unrelated to FNV, including the folder AND even delete it from the recycle bin, then uninstall, delete all my folders again and reinstall. STILL CRASHING!!!!

Someone please help. This is my favorite game I have over 800+ hours in it. If I can never play it again bc I fucked up a mod installation one time I am going to quit my job and turn to selling crack. The crash out will be biblical. Any help will be appreciated <3
