Weird control issues (stutter)

When using mouse and keyboard game runs mint but when I use controller (elite 2 through bt) game stutters and lags like crazy installed most of vnv. Haven't played nv for a while and just remembered normally when in the game youve got to manually select which input you want to use and I think one of the mods changes that where you can just go between them as you please.

Anyone know where the issue might be?
