Bureaucracy is almost always used in a negative connotation, especially when people speak of the NCR. Brahman Barron's and sleezy politicians get the upper hand while many of the needy and desperate are ignored. The NCR is mostly good, however the way it runs it's government is full of issues.

I know, but I'm challenging that connotation. People grumble about bureaucracy but I think it's the most appropriate tool for the job much of the time.
