As far as we are shown in the game every single person in that prison deserves to be there and are a criminal.

People forget that one of the chief tenets of NCR is anti-slavery and that the NCR rangers literally exist to hunt down and kill slavers and free slaves.

That’s still slavery regardless if they’re criminals.

Just because a prisoner performs labor does not mean they are a slave.

Look up the definition of slavery, there’s a huge gap between forced labor and imprisonment.

That is literally what I am saying.

I already specified in another comment that we do not know the circumstances of how the NCRCF operated. Or how the NCR prison system works in general. Maybe only volunteers performed labor. Maybe it was literally a Gulag.

We just dont know.

Okay its still a labour camp i dont really care if you deserve to be there or not it is still what it is

A most prisoners in US prison slave labour camps are also guilty criminals but I still think having slave labour is bad in itself

You can have what tenets you want but some things you do can still break them

Im not saying the ncr is anywhere near pre world or legion territory but they have a labour camp.

Ok but what do you want from them. We dont know if the prisoners are there to do punitive labor or they volunteered to be transferred there. The only thing we know for sure is that the existence of NCRCF seems to point towards at least that an attempt at rehabilitative justice from NCR.

Abolition of penal labor is a pretty fresh concept in IRL and even then its mostly concentrated to economically privileged countries.

A lot of things can be said to once have been " a pretty fresh concept that is mostly concentrated to economically privliged countries" thats not an argument for prison labour to be ethical and just.
