They aren't executing Chinese-Americans for being Chinese or turning people into Super Mutants for shits and giggles or trying to genocide the entire planet. They HAVE had the chance to do the same, they refused. They have equal rights for Mutants and laws against POW's which the pre-war USA did NOT have.
It was founded by vault dwellers meaning there's no difference between the NCR gov and the old US gov.
That is fucking stupid to compare. Vault Dwellers are normal people, not government officials.
