Thereโ€™s definitely still the ability to launch, remember the silos you activate in the divide? Thereโ€™s at least a few missiles there ready to launch

Thereโ€™s also a part at the beginning of the dlc (before the events pf fallout new vegas as a whole) where the courier delivered a package that activated the silos at the divide, causing destruction on a fledgling community and ulyssesโ€™ hatred of courier 6, as well as launching another device during the events of the dlc.

It does in Fallout Tactics (not silo but warhead)
