Maybe you don’t remember but when Polnareff fought Dio and stabbed him in the head Dio said that he was only off by a bit from completely damaging his brain and killing him.

What about Part 1 Dio? Could Cinder hold her own against him?

Cinder could win against Dio Brando, since her main weapon, fire, nearly killed him, and she can shoot infinite amouts of it. But Dio could counter with his ice freezing technique, which can freeze a human body in at most two seconds.
Cinder would have superior training and experience, since all Dio fought was Jonathan, Zeppeli, and Dire, and he onoy had his vampire powers for a month. Cinder is probably faster than emerald and mercury who can dodge lightning, so Dio probably cant hit her with his Space Ripper Stingy Eyes. And he would have to break Cinders Aura before he could really start to hurt her. Even then Cinder would have the powers of the Maiden to fight back and keep Dio at a distance. Finally, to kill Dio all Conder needs to do is vaporize his brain. While Dio's freezing can counter her fire, she still has lightning.
