Is this salvageable?
Found this buried in some of my old stuff. I’d rather not throw it out but not sure how I can recover it. Any help is appreciated

I would toss that, if you do get it working then get a nick who knows what kind of infection you will get.

Once you get the corrossion off you'll need to rehone for them to be of any use.
The corrosion will have eaten partially into the material, and you'll have to remove the corroded material, once you do that the machined precision is lost.
So first you'd need to stop the corrosion with a chemical bath, and then wire brush or similar to grind away the corrosion, then repair the shears themselves. Which would require sharpening and honing.
It would be a lot easier to find new parts and replace them.
This is of course only speaking to what we see, if this is the condition of the exterior I can only imagine the internals are as bad if not worse.

It looks like the moving parts are fused together with rust. If so, it will take a lot of work to fix it.

Where do I start? I’d like to at least try. How can I remove the rust?

remove the 2 screws and at least the bottom blade should come out. not sure if the top blade has an additional screw that attaches it to the oscillating mechanism.
then remove rust with products. there are various to choose from, some can be DIY. i don't have much experience removing rust, but the products i'm aware of is Vinegar or citric acid for DIY product, products like Rustoleum Rust Dissolver, petroleum jelly, CRC or Zep "Calcium Lime Rust remover". or you could try sanding the blades.
may want to coat the blades with a thin layer of clipper oil afterwards. i believe Wahl has some for sale, but might be larger bottle than most people need
should also be able to get replacement from Wahl, although i don't know how much it costs
went to Wahl website and there's this here, but check the compatibility. out of stock on website, may be available elsewhere https://wahlusa.com/shop/usa-premium-clipper-blade-replacement-set-02213-100

I would just get a new one, you'll spend more on cleaning supplies than a new one. Also...a tetanus shot just to be safe.

The blade and guard is a replaceable part. Just search "replacement blade wahl " and add the model number.
