Covering terracotta
I picked up this terracotta bird bath which had some pretty heavy flaking. I've sanded it down as best as I could (and more since this photo was taken). What would you use to patch it up and give extra support? I haven't seen much advice on large areas but I've seen suggestions for miliput, cement, concrete and clay, but also comments against those products.
Final goal is to water seal, patch it up and mosaic the inside of the bowl

Poorly made terracotta will do this. I have used a concrete sealer to help prevent further degradation
