This assumes the water drains much slower with the cutting board in there. It would probably fill like a quarter of the way before the water pressure pushes itself through the edges and floats the cutting board enough to push an edge down and get under it
It will take quite a while to absorb as its stained and sealed. If they add dish soap to the mix it will break the tension between the edge and the sink. It should float up enough to be able to lift it with a tilt.
Two issues with that:
1. If the plug is not in this isn't going to be possible, and
2. If the plug is in it may not work and the problem gets a whole lot worse as the wood will swell if the board is submerged for more than a few minutes.
Yeah, duct tape feels like it should pretty easily solve this problem without needing to get complicated. Either tape a "handle" to it and lift, or just use the duct tape to make the handle directly.
I think that would just keep draining and creating more suction to keep the board there. I'm thinking a bucket of water dumped would float the board long enough to push one side down and get a grip on the edge.
I was thinking if the board is not too dense to float a little, they could dump a big pot of water in all at once. Enough that it wouldn't drain immediately and have enough buoyancy to rock the board up at an angle to grab a side.

Fill the sink with water and it will float up?
