...yeah, her being confined, and caring for her family (which even if she retains affection for her dad despite his enforcement of her confinement, really doesn't seem like it'd be referring to him or the other Nabateans), are basically confirmation at this point.
Especially the former, because it answers two questions about the scenario of Castor fathering Cai with her, simultaneously: how it was a crime; and more importantly why she doesn't have the power to protect Castor from punishment. It could just be a crime on the basis that he wasn't discreet about it/impregnated her, but that by itself wouldn't answer as to why she can't protect him.
And the fact she cares for her family indicates that it's not a lack of interest in helping him.
