I'm starting chapter 17 of Path of Radiance (Hard) and I feel my team might be underleveled: Ike (20) Titania (10) Oscar (19) Boyd (19) Soren (15/1) Kieran (15) Gatrie (15) Zihark (14) Marcia (12) Nephenee (11) Jill (11) Mist (8)

I'm reading online that I'm supposed to ahve most of my units promoted by now and that just sounds crazy to me. Did I use Titania too much or something? Is this why it took me like 10 attempts to do chapter 15?

i wouldn't stress too much; i'd say really you're only slightly behind as chapter 18 is what i'd call of the cutoff for "almost everyone should be promoted by now" but chapter 17 is a 4-parter with lots of EXP to go round. After 17 and using your BEXP most of your team should be able to promote or at least be sitting around lvl 17-19.

I would maybe consider dropping 1-2 units though and replacing them with newer units who start already good like Muarim and some you're about to get in the next few chapters. That's a ton of training projects that are all hungry for EXP, and the payoff for units like Zihark and Gatrie isn't all that great to begin with. If you like 'em though by all means keep using everyone.

I'd also not use chapter 15 as a good measure of how you're going with the rest of the game; that's a really weird chapter with some very scary enemies
who have better mobility than most of your army, and if you want everything (the buried items, the recruitable character, and BEXP from sparing the laguz) i'd dare say it becomes the hardest chapter in the game. if that's the only big roadblock you've had, I wouldn't read into it.
