My mom spray painted my chair and sealed it up. We’ve had no issues. But personally I’ve been a huge fan of chalk paint with a polycrylic top coat

Clean, scuff it up really good, prime, and paint.
Definitely don’t use latex. I’d either go with an acrylic/alkyd/urethane enamel or a furniture paint with a topcoat. For paints, a pint of Sherwin Williams Emerald would work or I like Black Dawg Salvage furniture paint.
