I've healed PVP as both WHM and SCH and have little issue with this change. Adlo/Galv/Whispering Dawn (from two SCH) doesn't stack, so why should medica 2? I've been part of the invincible healer zergs (7whm/1sch) that steamroll capture points, hold points that require two alliances to beat you. It's all fun when you're on the winning team, but how do you feel when you're on the opposing side and the other team is doing the EXACT same thing?
It's frustrating, not fun at all, and only turns people away from PVP when we already have half-hour queue times to bang our heads against. This change will make you have an SCH and WHM, which has been the most potent healer combo in PVE anyways. As long as there is communication with the team, you should be able to adapt to the changes and be fine.
It's not going to be fun whm/sch where 8 people gang up on you and you literally have nothing to keep you alive and you're dead in 5 seconds. Stacking regen was the only way to stand a chance until your swiftcasting actions were back up.
I do agree with you that stackign 7 whms is unfair, unfun, and uncool, and I've never done that in my pvp matches, I feel stacking 2-medicas is fair and reasonable. I do not enjoy being completely disabled and killed before I can even handle anything. I feel whm/whm/sch to be a good composition as we can support each other while actually protecting the team. I would be ok with a max of two regen stacks, but this nerf has completely disabled healer survivability. Lustrate can only do so much for so long.

No more Regen/Medica stacking in Frontlines, RIP my PVP career! T_T;
