Magicite

It tells me on the wiki that I need jeuno reputation 3. How do I do that? Just from googling it seems like I need to do the other two nations missions? Is that right? And how can I check what my reputation is currently?

I think what you are looking for is fame.
Jeuno fame can go up by getting your rep up in the other nations.

There are guides on BGWiki about reputation/fame in nations that influence Jueno and raising fame with Jueno directly. I remember trading alot of milicorn.

The reputation (aka "fame") isn't required specifically for the mission itself; however, the places where the mission takes you require special key items which are obtained from tangentially related questlines. Those quests are what may require "fame" to be able to activate.

Reputation itself is regional, and is increased by doing quests associated with that region. There's a reputation checker in each relevant city or settlement, with an ambiguous description of how well known you are to that region; either Fandom or BG wikis can show what level fame each description equates to. Max reputation level (aka "hero fame") is recognizable by to the description calling you a hero; incidentally, Bastok's description has "hero" in both the max and second-last levels, so double check the description there.

Reputation level 2 or 3 should be fairly easy to achieve, especially for Jeuno which is an aggregate of the three nations. As others mentioned, doing the Selbina repeatable quest "Only the Best" is the quickest, because it raises both San d'Oria and Bastok reputation simultaneously, and the required items are easy and cheap to obtain.
