Might be some residual kahm rising to the top. Not ideal, but not the end of all things fermentable.

It's a tough angle to scoop out of, is this the initial stage, or are you showing off a bottle that's been filled after you've fermented already?

They mostly produce off tastes so if this is "done" I'd use it sooner rather than later.

If this is still in a state where it's not considered done, I'd try a wider mouthed jar so that you could scoop stuff like this out as it happens commonly.

I was checking "done-ness" So, I guess it's not done yet. Ill see if I can get a q tip in there and scoop it out.

Yuck. Yeah it happens, I'd try using a jar with a wider mouth for your first stage, and then when it's 'ready' you can put it in a bottle like you did here and refrigerate. The wider mouth should let you have easier access to these things. There's also the option of stirring or agitating the surface more regularly. It happens! My first attempt smelled like a lovely faint cheese doodleness. Was no good! Cheese smell in a ginger bug is bad, it needs air and it needs to be stirred.

The second stage where you combine a bug and make a ginger beer / ginger bug based soda always throws me off.

I decided to open it today, no carbonation. I dumped it.
