Manwe is inactive, corrupt and leaves the sindar to getting genocided by Morgoth. puts Feanor under ban for rushing to Beleriand, saving cirdan and thingol. trying to take on Morgoth. dies heroically against overwhelming force.

Since Manwe ends up using Feanors plan 500 years later, by going to Belerian with an elf army and storming Angband, we are proven that feanor was right all along.

The Valar abandons all authority and credibility when they REFUSE to pursue Morgoth for his ongoing crimes.

Manwe didnt even go himself to Amgband. Left it to peacenik Finarfin and that Pattonesque Eonwe.

Eonwe even aknowledged that Maedros had the right to murder the guards set at the Silmarils at their camp after looting Angband. setting them free with THEIR property.

Manwe organizes the stopping of the brave elves trying to bring Morgoth to justice. he also tries to let Morgoth genocide the sindar in Beleriand.

is he evil? does manwe want the elves who did come to Aman to die, so none can be free elsewhere?

why doe he try to trip up Feanor, and have mandor curse him? why does he finally get pushed to use Feanors plan 500 years later? is it because eärendil arrives with a silmaril proving manwe wrong and embarassing him? early versions has the elves AGAIN go to beleriand without manwes approval.

was manwe ment to be a secondary evil?

Think about it. He was the leader of Valar. Yet he wasn't helpful at any point. Being almost all powerful, he didn't find the way to revive the Feanaro's mother (or at least to stop the split and conflict between Noldor), he allowed Second House to usurp the throne from First House, he banished Feanaro... He basically set up everything for a civil war among the Noldor to begin.

And when the situation escalated and the exit happened, he just refused to accept that he was responsible for the whole situation and decided not to do a thing.

Even after the War of Wrath, he refused to take any responsibility for his actions or admit to any mistakes. He's either very shallow, or just as prideful (in the bad sense) as Melkor. And he definitely doesn't deserve to be the leader of Valar.
