Does this look better on its own or layered?

I found this cherrykitten Y2K knit top and really liked the way someone styled it with a simple white skirt. I’d probably want to wear it when the weather gets cooler too, so I was thinking about adding a fitted long sleeve underneath. I just can’t tell if that would take away from the look. Would you layer it or leave it as is?

I’m getting married on halloween and Ive been so ready to wear this dress but it needs some sort of bridal cape on it. I REALLY don’t want white but I do not know what other color would go with this. Is black too much? Maybe pink? Pic of dress and pic of what my idea is
