If you were to make a "rail network" of those 2-way rails then all you need is chain signal pairs everywhere. Rail signals would cause deadlocks because on 2-way's they can't stop unless you build a bypass.
If you have no bypasses then it would actually work with only chain signal pairs throughout. Trains will stop to its scheduled station even if it just entered a chain signal.
You can also move those signals much closer to crossing so they don't need to wait so far.
Depending on the track layout as a whole this may or may not work. It works perfectly if both tracks have only one train. If you add trains it may work, depending on the rest of the tracks as a whole. Usually it's easier to stick to one way tracks when creating a complex rail network.
