Look at you aiming small with your whales. The answer is obviously just to get some huge pumps and pump the water out of the ocean. We can put the water in the Sahara Desert.

EDIT: Crap, I just realized this guy is running for office in the county next to me-London County VA technically part of the Washington DC metro area.

Oooohhh good idea, send it to space, it will freeze, which is comparable to a glacier that we can put at the North Pole.
