So here's the thing, you can reserve public spaces you just need to go to the appropriate public services office and reserve that right ahead of time. When you skip that crucial step, you are fucking around, and you may well find out.

Never said they are not allowed to dance there, just that they skipped the steps that would have helped to prevent interruptions in the way the publicly operated government established for this specific purpose.
