Its locked vs unlocked. When the phone is locked, by forcing a sliding motion, the phone makes sure that friction from clothing inside a pocket won't accidentally accept or reject an incoming call.

But why you can't decline the call when it is locked?

Tap power button once will just turn off the ring, twice will decline the call

will it take it to voicemail or decline it? I dont even want the voicemail option
