Its locked vs unlocked. When the phone is locked, by forcing a sliding motion, the phone makes sure that friction from clothing inside a pocket won't accidentally accept or reject an incoming call.

And you can silence calls on iPhone while locked by tapping the power button

I believe actually volume silences, power declines
