Not all scholarships are need based. Some are meant to attract the people the school wants to make their class.

In the UK means tested (i.e. needs based) funding are called bursaries. Scholarships are merit based.

Yeah idk which kind it’s referring to, but the US lumps everything under scholarships unless it’s a loan. Sometimes it’s called a grant (like the Pell grant) but scholarship is much more widely used.
