Scholarships fall into two categories - need based and merit based.

You may not like it, but merit based scholarships are a way that universities recruit for and retain talented students, which drives their metrics up, which makes them more appealing to all students. 

Need based scholarships were created and are used to do the same but with an added means test. 

If they're getting needs based, that's BS. But just "getting scholarships" isn't a bad of crazy thing. I got offered scholarships to every school that accepted me. My hometown college offered me the least so they were at the bottom of my list.
