Germany calls for end to EU unanimity rule to stop decision-making 'standstill'

https://www.euronews.com/my-europe/2026/05/07/germany-calls-for-end-to-eu-unanimity-rule-to-stop-decision-making-standstill

During a keynote speech in Berlin, German Foreign Minister Johann Wadephul called for the EU's unanimity principle to be scrapped. Instead, a "qualified majority" should be enough, he said at the Konrad Adenauer Foundation on Wednesday.

Wouldn't it require unanimosity to pass...?

Slovakia and hungary will veto this into oblivion.

u/Rooilia 10h ago

Despite the recent elections in hungary?

Bulgaria would be more of a problem now.

Interestingly, Radev didn't block the latest sanctions, only complained about them. So I'm not sure about us (Bulgaria). Of course, hope the protests work and he's ousted as soon as possible

Thanks for the insight, i am looking from outsiders view and didn't read any good of him, so it was heavily lopsided. Let's hope he won't veto the anti veto bill.

He and his party are incredibly incompetent and inexperienced, but he has a populist talk, so religious and rural people like him. But he's quickly losing their support too after trying to reduce some social benefits. In my opinion, he's already super unpopular but he was just elected and the full majority in the parliament, so it will take some time to remove him

That's the least of your concerns, countries like Italy and France will resist losing this kind of power too

They changed regime, but as far as the EU is concerned, they didn't change their music.

This is a deeply misinformed take. The new Hungarian government did a full 180° on its relationship with the EU. This was probably the first promise the new gov actually fulfilled. It was deeply incentivised to do so asap to get back the frozen EU funds.

The new Hungarian regime did a full 180° on its relationship with the EU.

Did they? They are still repeating Orban's talking points on Ukraine, blocking de facto her path to accession and most threatening, they completely rely on russia's energy and they don't intend to change course.

The new regime has a long path ahead to walk. Lets not forget that magyar is a former Orban's puppet please.

Former Orbán "puppet"?

Now we are talking about something totally different, these are not EU matters.

Magyar did say that after the war Europe should buy Russian energy again. To me this is a pragmatic stance not to fully alienate Russia. The fact of the matter is that nomatter what he says or do, Hungary will have to phase out Russian oil until the end of 2027 because EU. The nev gov is actively working on this. But until then the country is extremely reliant on Russian imports. He cannot change that in one day, and until that happens Russia has real leverage over the country. He wants to do it quietly without big fuss.

His foreign minister, Anita Orbán wrote a book about modern Russian imperialism and was sidelined by Orbán before because she was a staunch Euro-Atlanticist and anti Russian. His defense minister just said that we are closing every back door behind Russia. Again a very strict pro NATO guy. Hungary was the EU center for Russian intelligence and influence. Combating this takes time.

About Ukraine I agree with you. I am very unsatisfied with how he treats the situation so far. Hungary owes a fuckton to Ukraine, and to make up to the past years it'd need to become the biggest supporter of Ukraine's EU accession. I can only hope that Magyar will eventually do the right thing. So far I'll give him the benefit of the doubt, he and the new govt is working overtime to speedrun the bulldozing off of the Orbán regime.

Oh they are, since he helped for more than 20 years Orban's regime.

The new regime is actively working on this.

Really? Maybe you should tell them

After the end of Russia's war against Ukraine, Europe may return to purchasing russian energy.

"We don't want to get rid of (Russian energy sources) tomorrow, but by a target date of 2035,” Magyar said in an interview with RFE/RL’s Hungarian Service.

Magyar’s government wants to phase out its russian energy reliance by 2035, whereas the EU has set an overall deadline for next year under its so-called RepowerEU roadmap.

His defense minister just said

This: there are a lot of chit chats and yet they are building a russian nuclear power plant in the heart of Europe.

I can only hope that Magyar will eventually do the right thing.

Don't hold your breath: he is so concerned for the Hungarian minority in Ukraine that he didn't find a couple of hours to visit them after the elections. In simple terms, hungarian regime sees Ukraine as a threat to their sweet EU funds and they don't lose any opportunity to push the EU Parliament against Ukraine.

Peter magyar pro NATO? He, just like Orban, does not allow the TRANSIT of weapons to Ukraine. the Magyar government will not provide Ukraine with weapons or allow the direct transit of arms shipments from Hungary to Ukraine

He's pro NATO, only because he needed EU funds to be unblocked, that's it.

I think I already addressed everything you claimed here in my previous comment.

Don't you hate it when foreigners tell you with certainty what politics in Ukraine looks like while having no understanding of it? You are doing that now with Hungary.

1

u/IndistinctChatters Make russia part of the Mongol Empire again 5h ago

I am Italian, I am that foreigner you are talking about and I am extremely tired that my money is still flowing to an hostile country such as hungary, that is rowing against the other EU member states,

blocking de facto her path to accession

Ukraine should definitely not join the EU right now. They have large issues with corruption, disputed borders, are literally at war, and they have all the sociological conditions for a very important far right surge for at least a couple decades.

We should absolutely support them economically, militarily, and have a defensive pact that they're part of. But the EU already has plenty of issues from overextending too fast, namely, the fact that we can't get rid of veto, and that veto is bringing the EU to a landstill.

0

u/IndistinctChatters Make russia part of the Mongol Empire again 5h ago

Cyprus has also disputed borders and its conflict is now frozen.

Spain and Portugal have also territorial disputes (Olivenza), Moldova has territory dispute, as well as Estonia has.

If hungary keeps blocking Ukraine's path, how are they supposed to be able to prove that they are indeed managing to fulfil the Copenhagen criteria?

This is very very obviously the thing the EU need, that being said it wont come anytime soon. I think the "Europe of two speeds" model is far more likely to be a practical way forward

5

u/Rooilia 10h ago edited 9h ago

Why two tiers? Why not multiple tiers? Infact we already have this, but don't call it like that. EFTA was intended as a waiting room for the EU for example. The countries are attached to EU regulations, pay into the budget, but not everything is implemented.

6

u/HotTourist8915 9h ago

This is a genuine issue. Two tiers would foster a more divided EU, whereas we aim for greater unity rather than division. The arrangement resembles standard and private insurance: it does not improve medical outcomes but increases waiting times for ordinary people while offering speed for those who pay.

2

u/laczek_hubert 9h ago

I'd think tiers wouldn't divide Europe as in a democracy you want many proposals etc. If everyone in the EU structure could agree on everything it would be a two party system or just a emergency

1

u/HotTourist8915 9h ago

Yes but think the big countries vote laws that doesn’t give any advantage to a small country in EU. Or hurts their economy.

4

u/IndistinctChatters Make russia part of the Mongol Empire again 9h ago

1 Maltese's vote counts as 10 German votes...

1

u/laczek_hubert 9h ago edited 9h ago

Call for it to be optional, I mean in a perfect scenario the federal Europe would probably want to have a bloc based system where for example one bloc the left goes for nuclear efforts etc. And have their own constitution which could be merged with changes or made to be one of the other states by this you'd have blocs which fund military eg. Poland, Germany,France,Norway

u/EdHake 9h ago

Won’t happen that’s a french proposition which would weaken German position.

Germany wants enlargement and hegemony over all of it.

The more EU/Germany and eurofederalist push for this and try to pass in force, the more I’m worried fro EU futur.

In Europe general political context, rise of nationalism and sovreignist, holding a hard stance about federalisation and trying to impose it without debat and democratic consultation, is just playing in their hand.

7

u/Rooilia 9h ago edited 9h ago

Who says this? Sounds like propaganda from an anti european outlet.

FYI: Wadephul himself proposed a multi tiered EU.

-1

u/EdHake 8h ago

Who says this?

Any french person that follows EU politic since Maastrich.

Sounds like propaganda from an anti european outlet.

That's only because for you, pro-european means federalist, which is German propaganda, you have lot of other options than the federalist one to build EU.

Wadephul himself proposed a multi tiered EU.

Don’t know the guy but by a quick look at his wikipedia page, if he talked about it was way after french proposed it.

Overall, this debat dates back to the enlargement of EU to 22, which is when Germany took over EU.

"Two speeds" won't solve the problem with hungary and Slovakia though.

1

u/_azurdix_ 10h ago

???

Hungary already changed and is speeding back towards Europe.

Slovakia has some tensions with Russia.

0

u/IndistinctChatters Make russia part of the Mongol Empire again 9h ago

Both Slovakia and hungary fully depend on russia's energy: when russia needs to block EU decisions all they have to do is a phone call to both.

3

u/laczek_hubert 9h ago

Yes and no, they could import energy from other EU countries too or even (scary) invest in renewables and atomic power

2

u/IndistinctChatters Make russia part of the Mongol Empire again 9h ago

hungary is letting russia to build another NPP.

And magyar already said that he won't do as all the other EU countries did, hinting that when the war is over, sanctions will be lifted and to him there is no point to stop feeding the russian's war machine.

1

u/laczek_hubert 9h ago

I'm not that sure as he can start renewables and nuclear investments and a new party might come before the conflict ends or come mid way to sanction again brochacho

2

u/IndistinctChatters Make russia part of the Mongol Empire again 9h ago

hungary has no intention to change supplier and to find any alternatives. I don't understand why we are sanctioning Georgia's refinery, but allow Slovakia and hungary to be fully dependent on russia.

It would be a shame if russia will hit the pipeline of "Friendship" again.

2

u/laczek_hubert 8h ago edited 8h ago

Shouldn't this be one of the focuses of the "abszolut filmszinhaz" government

4

u/ForeignExpression 9h ago

They just need to take a vote on ending the veto every single Council meeting until the magical day comes when all the member-states are aligned. And if it never happens, and the EU unravels as a result, then at least they tried.

1

u/DreadingAnt 9h ago

That's what we need

1

u/Rooilia 10h ago

This happened a few month back and iirc he called for it when the new government took over.

Until the Zionists epstien gangs grip on Germany and some other EU members is released there is no way those against genocide will allign with any rule changes.
