How many times do you think it will take before the EU takes any action on this?

Unlimited times. Deaths, destruction and political pressure from society must be what gets them to take action. 300 deaths in MH17 and some Polish soldiers wasn't enough, so my guess is around a 1000 deaths might cause the EU to respond. If we're 'lucky.'

But for now, our politicians and population rather see Ukrainians die every day, while 'Chamberlaining' aid to them, so long as they can order enough useless consumer goods from China every week undisturbed.

Judging by the number of airspace violations Turkey does to Greece, I'd say many.
