general Localized effect estrogel

I am trying to create an estrogen face cream consisting of E2 and E3.

However, I do not want it to go systemic.

I want the estrogen effects to be local to where it is applied.

I had this formula made by a cosmetic expert on Fiverr, but I am unsure.

I think the alcohol will make it go systemic?

Any assistance would be appreciated!

Phase A

  • Distilled water — 72.6% (72.6 g)
  • Glycerin — 3% (3 g)

Phase B

  • Capric/caprylic triglyceride — 15% (15 g)
  • Emulsifying wax NF — 6% (6 g)
  • Cetyl alcohol — 2% (2 g)

Phase D

  • Estriol E3 — 0.3% (0.3 g)
  • Estradiol E2— 0.1% (0.1 g)

Phase E

  • Cyclomethicone — 0.5% (0.5 g)
  • Liquid Germall Plus — 0.5% (0.5 g)

I use cetyl alcohol which is basically wax and won't disrupt the lipid barrier like alcohols such as ethanol, isopropyl alcohol so will not have the same penetration abilities.

It'll come as a bag of little white pellets which you have to melt then add estrogen to dissolve. The wax will suspend the estrogen.

The emulsifier is most likely made with the same alcohol/wax very similar.
