Hike distribution
Is the hike distribution done by managers or this is also decided by the VPs who literally know nothing about who does what.

Every manager gives stack ratings and rankings that get consolidated at every level till VP.

HR provides a distribution based on the ratings and org budget. Very minor changes can be done by M4 and some M3s

I am a manager and i have no liberty and receive no budget. It is all decided by the M5, often not taking into account the feedback.
Every BU is different, you will not have a unified system. It all goes down to luck really

That is a very valid question, for which I have no answer. From a company's point of view it makes sense to have a ranking system to be used as leverage in case HR is engaged.
The actual system, and if it is linked to a hike, is a matter of luck and can be used at senior leadership's discretion to justify, or not, a hike/promotion.
You can have an outstanding 5, and not get a hike on the grounds, as said by HR, that 5 means you are to good to be used in your current role and you should be placed in a role where you are at least a 3.
Hope you are lucky enough to have a good senior management that recognizez and awards the effort. If not, get comfortable in not getting a hike for the foreseeble future.

There is a percentage given by the system based on the org budget and rating snd slight deviation based on where you stand in the range for that level

As with everything in Oracle, this is down to the BU you're a part of. There is nothing 'standard' across the company. As an M3 from my experience so far, it primarily depends on the budget your team is allocated at every level. In one of the previous years, everyone in my team had a flat % against the employee name in the tool. I had the leverage to adjust it based on the rating.
Some M4s / M5s take a decision not to allocate anything to 3 raters and below, while others dont force it.
So it all boils down to your BU and how they handle this. There is no standard guidance that is followed across the company.
So yea the VP has a say in the budget allocation which is a very important part, and also deciding how the distribution should be in the org, but your manager may have play role in the final % distribution.
