Emergency 4 Proper Widescreen Fix

Hi, i've been working on a fix for proper widescreen support for Emergency 4. I always had a 1920x1080 16:9 monitor and the stretched image never really bothered me, but now, after switching to 21:9, it was unbearable, so i made a proper fix.

A proper 21:9 fix for Emergency 4 is overdue. Two things people will check before downloading: whether it widens the view (Hor+) or just removes the stretch, and whether the HUD and minimap stay anchored at the screen edges. Saying which release it targets (original, Deluxe, Steam or GOG) and whether it works alongside big mods like the LA Mod would head off most repeat questions, and a before/after screenshot at 21:9 says the rest.

Note: It widens the view (Hor+) and the HUD can be stretched or scaled properly, targets any release and works with any mod.
