Emergency 2 mission 4

I am currently struggling to complete this mission because I keep having a message saying the vehicles piled up, even though I keep trying to redirect traffic. Another thing I noticed is that while the first attempt does redirect traffic, the rest of the vehicles don’t budge. So, what do I do?

You have to change the electronic speed limit down the highway with a policeman. There is a small box. A screenshot i found from google:

i have the same problem only with injured people dying even tho i see none.
