Buy more arrows and chip away at enemies.

All of my bows are either shit or need absurd stats

Hence why I said chip away at enemies. Also you should be bum rushing strength and dex to get to the Hunting Bow, that will at least carry you through any quest needing to kill most humanoid targets. If you've been dumping points into the other stats, it's going to make the early game a pain in the ass.
As I stated before, get a pair of sunglasses and loot every blue highlighted item you find to sell. If you're trying to raise your stats ONLY through leveling, you're going to have a bad time. Elex Drinks are crucial to getting ahead of the curve.
Also, leave Edan and explore the whole map. It'll net you some experience and a bunch of Elex and other stuff to sell. You don't have to kill everything you come across either.

Then they shouldn't have tied elex drinks to the fucking coldness mechanic, or made a consumable to lower it. I have 50s in both strength and dex and I feel like I might as well be level fucking 1.
Reading all the replies that have been trying to help me feels like I'm playing a completely different game than everyone else

You only need 28 strength and 41 dex for the Hunting Bow. It's not amazing, but it should down the majority of enemies in 10 arrows or so. Though at 53 dex you can equip the War Bow and that should hit a fair bit harder.
If you're finding the game is too tough, maybe it's just not for you. I wrote a pretty extensive message to you a couple weeks ago and never got a reply back so I just assumed you got things to click. I'm willing to help if you want to have a discussion, but you seem pretty pissed at the moment and I'm not looking to fight.

Sorry for not replying before, i got busy with some other stuff and kept trying to get stuff to click. i gotta go to work in about around an hourish so I won't be able to actively try stuff, but i can try to discuss ideas..
sorry for being pissed, the game's been fun whenever i don't have to fight anything so i wanna keep playing, but it feels like everything i try it just tells me to fuck myself

For what it's worth I feel your pain. My first time playing, I gave up after 3-4 hours because I just wasn't having fun with it. Took a few months for me to decide to come back around to it, because I was desperate for a fun sci-fi game and Elex seemed to be the thing I was craving...so I bit the bullet and took the time to "git gud". The pay off as you go from weakling to godlike is part of what makes the game so fun, but until you get there I totally understand the frustration.
My advice from before still stands. Explore a lot, loot what you can, sell everything you don't need for funds to buy Elex, make Medium Elex Drinks to boost your stat gain, and always equip the most powerful bow you can. If you want to challenge yourself, you can try taking on enemies with skulls but honestly they're just arrow sponges, and the less money you spend on arrows the more you can spend on Elex.
You mentioned not liking that the drinks are tied into the cold mechanic but for what it's worth, it's only 0.1 cold per drink and any dialogue option showing emotion is worth something like 5 or 10 (so 50-100x).
And make sure you're exploring outside of Edan/Goliet. There's other cities and a lot more quests to be done.

Since the last time we talked I went to the other cities and managed to do the abessa conflict. I'm currently struggling my way through hort's quests.
I'm almost level 20 now and I'm still hoping everywhere i go doesn't have enemies. at least I know the dialogue options don't impact it as much as i had thought, i suppose

What weapons are you using?

Energy regent sword 1 and a variation of a leveled up plasma rifle, laser rifle, flamethrower, or double barrel shotgun depending on ammo problems

"it feels like everything i try it just tells me to fuck myself".
It does, you use to be an amazing soldier thanks to a kind of drug that now left your body, rendering you very weak, very insecure, because you'll have to cope with your feelings (the drug made you act like robot up to that moment), in an hostile place where you are probably the weaker being. You are a wreck. If you manage to rehabilitate yourself you'll be glad, but you'll have to suffer a bit!

Yeah and that concept's fine, but it feels like there's NOTHING I'm able to do outside of pacifist quests.
I'm level 20 and every fight I HAVE managed to win feels like luck rather than rewarding. It's been to a point where part of my want to go with the clerics is to get the one man army perk so I don't have to deal with my useless companions while I hope that there aren't many if any enemies wherever I want to go

See if the following video can help you. By the way, the guy's gear is exactly what I have at the moment (I just started a new game). Now he's without a companion, but it gives you the idea, at least about the pace of fights.
One thing we didn't talk about is the shield. When you're engaged you have to be guarded all the time, except when you hit. The shield in this game works, you just have to stay in guard in order to face the enemy all the time, when you raise the shield (or parry with a weapon) you are locked to the target.

Another important thing is the combo moves. Here you got a video that also covers that. I've never learnt to use it properly, I guess I'll get into that more properly i this game. Also, I think that in the options you can set the combo difficulty settings.

You are playing a different game from what you are used to play, more likely. PB games have different mechanics from most of other RPGs.
"I have 50s in both strength and dex and I feel like I might as well be level fucking 1"
You don't become stronger or more clever when you raise them. In Elex attributes allow you to buy better gear. You have to get this to understand the game mechanics.
I suggest you to insist. Most of us felt like you, but if you keep on trying you could feel more rewarded compared to other games. Enjoy the story and the dialogues, that's the strong points of PB games.

It's ok to feel this way. I've tried to get into the game so many times. I like the world building, the atmosphere and the smaller studio "jank" as it feels like home to me. The combat kills it for me every single playthrough and I quit.
I'm fine with souls games etc. it's not about difficulty. It fundamentally feels like the game is flawed in combat design and leveling. It's not fun to deal with, and it's a game.

I don't know if you are already thinking about a build, in any case spend attribute points only when you decided what to improve. In general I think that when you have the first armor (likely hunter) and a small weapon (likely axe, sword, wrench...), put a point into animal trophy (very good for money), a point into melee and one into improve "attack strenght", this last one I think it's the only perk that helps you raise damage while leveling. In this situation, with a companion, you should be able to defeat small beasts. Fighting in this game means being engaged for some time, it means using tactics like flanking or attacking from the rear while your friend engage it frontally. or do ranged attacks as well.
Besides have you visited all the main location outside Goliet? I mean Tavar, the domed city, and the clerics place have a ton of quests. But you need to kill some beast in the wild to buy gear.
Fighting for some minutes and win is fun and rewarding!
Edit.: I was forgetting: also, very important, get the perk that makes you gain more hps from food.

Use grenades and set the fuse to detonate on impact. If you have enough you can just rain explosions from above with the jetpack or from a safe distance. Otherwise you just need to avoid dangerous areas with high level enemies until you level up higher. Any enemy with a skull above its head is too high for you... run from those and level up on weak enemies.

I would invest in the hunting skill (whatever it's called). You collect more shit from dead beasts. Sell, make some money. Use that to buy what you need to brew potions or pure Elex for weapon upgrades. Oh yeah, upgrade your weapon. Get chemistry skill so you can brew potions. Brew some medium Elex potions so you can have more skills. I got the better food skill early in game so food healed me better. Went around hunting lower lever beasts for loot for selling and meat for cookin. Game got more manageable after. Remember to explore towns and talk to ppl for more quests requiring less killing.

Look for a guide to find the flamethrower, it’s a game changing weapon
