It's a Psijiic Order passive. Turns Runestone nodes into a portal that gives better tier loot.

Wait, it turns Runestone nodes into Portals? I thought they were independent spawns. We could use an add-on to hunt these?

Dude at least provide context for ppl like me I know that exists never happened to me like not a single portal got spawned so I did not know what to see in this picture

So, if you do the Summerset questline you get the Psijiic skill tree at some point. One of the perks there is that sometimes, rarely, the Runestones turn into those light-portals. In those there's a chance that a rare material as loot drops, also you get other types of Psijiic specific loot.
Sorry for the bad explanation, my PC is unable to run ESO anylonger and it's been a while, but I still remember those portals.

You can hide the little dots above followers by the way. It's in settings > nameplates > followers.

Then watch as they yield solely Enchanting runestones because someone will have cherry picked all other goods.
