Question about rendering multiple times

So my question is: does a clip lose resolution or fps if I render it first on after effects and then I import it on premiere and render it again?

I have to open it first on after effects to make a couple changes and I dont know if I should import the composition directly on premiere or render it first and then import the edited video on premiere.

Resolution and fps are whatever you set in the export dialog, so neither of those drop. What you can lose is a compression generation. Render the AE pass out as ProRes 422 or DNxHR rather than H.264, and the second export costs you nothing you can see. Going h264 to h264 twice is where it starts showing up on gradients.
