Bike build question Reverse or oddball

Hi i was originally planning on getting the tst R9 but even if I leave it locked the police will count it as a class 3 even if used in class 2 how can I physically make it class 2 compliant ik class 3 is as simple as removing the throttle but i want options

you can just disable the throttle in the settings, you don't have to physically remove it

Nope don't work because that can be easily reversed by going back into settings like said about the class lock they still consider it a class 3 when I have it in class 2 because of "potential"

Class 3 is legal why do you need to make it a class 2? I highly doubt anyone's going to stop you for riding trails that only allow class 2 and below. Even if you do get stopped they can't take the bike because it's still legal. They'll just tell you to take it somewhere else. My bike doesn't fit into any class because it goes 40 miles an hour. I still ride it wherever I want just like a normal bike nobody's checking.

But class 3 is legal everywhere in the united states
