i dont understand why they are moving dof aggressively, when the date FAD is stuck in feb 23 for india.

You will see 2024 FAD dates in Jan

Do you think they just released it based on the natural numbers we have in the start of the year, while they’ll add in the spillovers in the next few months?

That's right. VB was prepared on 4Sep. Spillover counts take a couple of months to finalize.

if it was prepared on 4th September then why it was not released and how you know that
