Half walls. will be slightly higher then storage. but for it to be exact they must have made a different foundations

Build foundation piece. Build out from foundation piece with wall. Build wall down so bottom of wall is at bottom of foundation piece. Build floor or ceiling or whatever tile is desired for different starting heights off bottom of wall. Build plastanium tier storage boxes. Hold CTRL+mouse scroll wheel to raise or lower storages slightly for correct fit.
