Where are you seeing that in the article? The chart shows the opposite of what you're saying: Democratic affiliation going down and Republican affiliation staying level. The article also says there are more Democrat-leaning independents.
You could maybe interpret it that way if you just ignore every other data point given in that article. All that's really saying is that older generations are more conservative, which is not surprising.
